what steps and Q & A should we ask the clients for a better picture for EH & S PS

What steps and Q & A should we ask the clients for a better picture for SAP EH &S PSS & PRC 2.0, Client is going to implement SAP freshly including all modules. So, is there any R & D to do for SAP EH&S implementation or any other steps to follow for new implementation.
